Yo u have no idea WTF you;re talking about. I've set in on the meetings. The clinics. The webinars. And oh, called the games. Pretty sure I have a pretty good grasp of the rule, and how iit's to be called. Certainly more than a guy who simply googles the NCAA rule book.
As for "only apply to a dribbler", and "why wait until the very end to specify". I never said it was JUST a dribbler. I said the rule was primarily put in place for the dribbler. It can and does also pertain to a moving player; Hence the title, "IMPEDING THE MOVEMENT". It's also titled with "to curtail handchecking". Now, how many times have you seen a handcheck foul called on a non-dribbler? Not very often. When the rule was put into place, it was primarily for the sake of allowing the ballhandlers "freedom of movement". BUT it also can be applied to a player who is cutting, or if his movement is part of an offensive move.
It's not that hard. But god damn, you sure are making it that way. Holy ****.
Also, go back to the rule book. Look up fouls. Tell me what it says about the a dribbler. I quoted it once already.
