Dunnings (the DA) said the police report and other documents were reviewed by at least two assistant prosecutors, including Debra Rousseau Bouck, who evaluates all criminal sexual conduct cases for Ingham County.
Bouck reviewed "the entire transcript of the victim's statement, not just the snippets in the police report," Dunnings said, before interviewing the alleged victim two days after the incident.
"Miss Bouck asked her the same questions she could expect to be asked while on the witness stand," Dunnings said. "After that, Miss Bouck told the victim she wanted to do one more interview and, after completing that interview, she called and told the victim there would be no arrest warrant."
That second interview, Dunnings said, was conducted by police with a suite mate who was in his dorm room throughout the incident. The two rooms are separated by a shared bathroom. The suite mate said he heard what sounded like people engaged in sex but no struggling or protests.
The accuser was offered the opportunity to meet again with prosecutors for reconsideration but declined, Dunnings said.
The prosecutor said he consulted with Bouck for a review of her findings.
"I asked what was decided, why it was decided and what the victim thinks about it," Dunnings said. "That's what I always do. Miss Bouck indicated there would be no charges, and the victim didn't have a problem with it.

This is the first time I’ve liked one of Gil’s posts. If all that is true about how Iowa has dealt with these situations, I am very impressed. They learned from the Pierce fiasco and is no longer messing around. Funny thing is that there were a lot of programs that recruited Pierce. I definitely remember Purdue having offered. Blessing in disguise that Purdue didn’t win that one. after the Pierce Fiasco the U of I put together a panel and a set of rules in place to handle this and took it completely out of the AD and coaches hands to determine their fate and punishments even before it goes to trial,, the AD and coaches helped set it up. by doing this the coaches are kinda off the hook.This is the first time I’ve liked one of Gil’s posts. There was a play that confused me... Northwestern was pressing, so dunc called a timeout before crossing halfcourt with 23 left on the shot clock. They got the ball across with ~18 seconds on the shot clock after the timeout. Is that not a turnover, or does the timeout buy you another 10?
