Crack itself doesn't cause hep.
Crack users also like to have sex. Maybe it wasn't the pipe but the sex afterwards. If they have Hep or HIV to begin with. Very very very small % so much so it's not worth using against a now moot point.
I'd imagine crack hep is as common as regular hep.
Passing out free "clean" pipes isn't going to change that. They are still going to exchange them.
