In this scenario, we (the tax payers) are giving people crack pipes so they can abuse an illegal substance. We're not making it harder for them by NOT giving them crack pipes. But hey, it's only black people, what do we care?

Poor communities tend to be minority communities (totally not due to racism but rather because minority culture is just lazy and they’re big fans of committing crime. Amirite?). By providing basic healthcare products/services to those communities, it is helping minorities.
I’m sure you do actually see how this helps, so I assume you’re just mad that Biden is over-emphasizing the benefit or something. That’s such a nuanced turd of a stance that I’m really genuinely indifferent to it.

You're getting worse and worse. I actually work with drug addicts and I can tell you without hesitation that making it easier for them to abuse hard drugs is not helping them in any healthy way. Focusing these hurtful policies on minorities is no different than pumping the drugs into their communities to begin with. Literally the only reason you are spending time rationalizing it is for the sake of arguing. I will ask again with no expectations of you actually giving an objective answer. Why make it about racial equality? You keep saying that the poor typically are minority, which is an ignorant thing to say, so why not say that it is for the poor? It is blatantly racist to associate hard drug use with minorities.

If crackhead A has hep C and takes a hit from the pipe with their nasty crack mouth open wounds and then crackhead B takes a hit with their open wound crackhead mouth, boom, crackhead B now has hep C.
Based on some medical articles I Broogled, that’s a real thing. Anyway, injecting drugs with shared needles is obviously the main way viruses like that are spread, which was the main theme here about providing safe drug paraphernalia.
I guess it technically could happen. The likely hood is probably about the same as sharing a toilet seat with an AIDS guy and getting AIDS.
I can only go by ppl who come in, co workers, card players. etc., and none have ever heard of it happening.
There's a lot of professionals out there that love the crack.
There's this lady that comes in about twice a week. in and out of homes, and she's a street walker who smokes the crack. I take her out to eat on my lunch break so I can hear her stories and ask questions (i've done it for years). She's never heard of anyone getting hep from a pipe. and I'm not sure about your open sores, the sores are usually from burning themselves.
The toilet seat thing presumably doesn’t involve many open wounds. That’s the key. If you have a virus that transmits via blood and suck on something with open wounds and then somebody else sucks on that thing with open wounds, the risk of your virus becoming their virus goes up quite a bit.
And I wasn’t trying to imply it was common. It first requires that one of the users has hep C to begin with. Do many of these co-workers and card players have hep C or smoke with people with hep C?
Meth users have so many sores due to them being antsy and picking at the scabs.
