Crack users are going to use crack. They could have clean pipes and syringes and hopefully not get so much AIDS and hepatitis. Or they could share used pipes and needles and get all the hepatitis and AIDS.
There’s no logical scenario where providing crack pipes increases crack use. It doesn’t work like that.

We should make doing drugs like crack less enticing rather than encouraging it. Giving them drug paraphernalia is absolutely encouraging it.

Nice way of avoiding the actual context. I have said from the start, even if you want to rationalize the idiotic policy, why make it about race? The POTATUS, or whoever is making the calls said that they would provide crack pipes to minorities. There was a time when we criticized the government for enabling the black community and hooking them on crack. Now it's okay because of team spirit.
