Trump is known to make things up on the spot. So, yes, he was shooting from the hip quite a bit. When he said maybe people could drink/inject bleach to fight the virus, that was 100% Donald Trump’s brain. No scientist suggested that to him. There are other examples.

He rolled back important environmental regulations. His tax cuts disproportionately benefitted the wealthy. He destabilized long standing relationships with allies. He ripped up trade deals, ultimately hurting Americans (farmers, particularly). His spending was unprecedentedly high. He attempted to manipulate the DOJ inappropriately. He was impeached twice. He scapegoated people HE hired, repeatedly, when his decisions backfired. He didn’t make any progress toward reforming healthcare, which was a big campaign promise of his. GDP growth and the unemployment rate continued on the trajectory they were on from the prior administration. He completely and totally botched the handling of the riots after the BLM protests with unhelpful public comments that created more division and lacked any sense of unification. He inspired the storming of the US Capitol, with members of Congress inside, after pushing election conspiracies and lies for months to undermine United States democracy.
