Wisky and NW are the obvious extreme outliers here. I do think luck is a bad term. Coaching and experience are factors that impact a team's ability to close out tight games. Wisky, MSU and OSU have good coaching. Minnesota is crazy old. On the other end, NW has this guy:

For sure. I mean, Florida State has won 13 straight overtime games. Lucky? Sure, certainly you need luck to win 13 straight OT games. But, obviously coaching and depth play a huge role, too. Some guys are more clutch. And some teams are more likely to pull through in the closing minutes.
I still like the metric, though. To me, it suggests that Providence is a heck of a lot closer to being 16-4 than they are to being 19-1.
