Tandy is a much more impressive player, and different people vote for the two separate awards.
Tandy's stats for the season, last I checked were 32.6 points per game (62.1% FG%, 46% from 3, 83.3% from the FT line).
Also, nevermind the fact that UK may actually offer Tandy soon, and he's ranked higher in all the recruiting rankings. There's that too, though.
