A fan of a school that they didnt attend and usually are only fans of the school because they were already really good. My favorite SEC fan is the Kentucky basketball/Alabama football fan and there is a good amount of them out there.
Plenty of fans in E KY and in WV that are UK fans that didn't go to UK,so what's your point?
What if someone was born and raised in a state, had many relatives attend the University but didn't attend themselves and went to some place other than said school? Still a sidewalk fan? Knew history and stats more so than the average student section, but the student section has more clout? GTFO

The UK fanbase is loaded with them. They will usually take second mortgages out and take on large credit card debt to buy those SEC tourney tickets.
it a case by case situation that I am the judge and jury on. If said fan also likes the Yankees, Cowboys, or Lakers they definitely earn the sidewalk title
