How about this idea? Transfers count two scholarships for a team and high school recruits one. This would even out the playing field a bit as bigger programs would have to think twice taking a kid and programs rebuilding could take a chance on immediate returns. It would force more high level kids in the portal to head to mid level schools and help parity.

There would be some overall benefits. I would vote “YES”.
this absolute freedom that has now been given is bad in the long run.
 
A lot of average kids need to transfer as they might not be good enough for their original school
but good enough for a mid level program.

Think your idea really hurts those kids the most. The best players will get picked up.
