By in large, college officiating blows. There is no consistency game to game, let alone half to half.
It is incredibly common to watch the first half of a game that is incredibly physical. Lots of grabbing, holding, pushing drivers off their path while driving...and nothing is called.
Then the second half starts, and the teams are playing the exact same way, and the refs blow the whistle every single time, turning into a foul fest with 60 combined FTs...
Either call fouls in the first half like you do in the second half, or don't call fouls in the second half in the same manner you didn't in the first half.
If it is frustrating for fans, imagine how frustrating it is for players/coaches.
