The lowest seed for a major conference team that I can remember was 2008 Georgia. They finished the regular season tied for last in the SEC 13-16 (4-12) but won the SECT and got a #14 seed.
Louisville and Cal should play a 3 game series and the loser has to suspend their basketball program for 3 seasons for setting the sport back 90 years.
